Summary

As the Procurement Lead of the Corporate Development unit, you will help develop and implement procurement strategies and support the procurement activities for DesignSingapore Council (Dsg). You will also work closely with the Dsg business units to support their procurement needs, and be responsible for the full spectrum of the procurement function, including the formulation and regular review of procurement policies, processes and systems, for work efficiency and staff productivity.

About the Corporate Development Unit

The Corporate Development (CD) Unit is the corporate engine behind Dsg, providing vital services and support in the areas of Human Resources, Information Technology, Procurement and Workplace Management, to ensure the smooth and efficient functioning of the Council. Our goal is for Dsg to be an attractive place to work in, where staff are engaged and aligned with organisation values and have a purposeful and happy workplace experience. 

Responsibilities

This role reports to the Director of Corporate Development at Dsg and Assistant Vice President of Procurement at EDB, and your responsibilities include but are not limited to:

  • Working closely with the Dsg business units to support their procurement activities such as policy formulation, co-solutioning and vetting of procurement requirement specifications and approvals for compliance with procurement policies, guidelines and processes.
  • Reviewing, streamlining and updating procurement policies, systems and processes to enhance productivity, efficiency, and user experience, while achieving cost savings and managing procurement and organisational risks.
  • Providing support and guidance on e-procurement systems and tools to users for effective and ease of use.
  • Managing internal and external audit exercises by providing the necessary information, documentation and explanation related to procurement processes and cases.
  • Maintaining up-to-date knowledge of Government Procurement policies, guidelines and best practices for regulatory compliance and corporate governance.
  • Monitoring and reporting procurement and related data to management, and recommending interventions/solutions, where necessary.
  • Working with the Procurement team to support daily operations and administrative management, as well as annual budget and work plan exercises, for smooth daily running and to achieve CD’s annual workplan targets and budget optimisation.

Requirements

To meet the challenges of this role, you must have/be:

  • A good Bachelor’s degree from a recognised tertiary institution 
  • At least 8 years of relevant Procurement experience, preferably Procurement roles in the public sector, quasi-government agencies or similar environments
  • Knowledge in (i) Government Procurement; or (ii) business/finance; or (iii) data management and analysis; and/or (iv) governance best practices, would be an advantage
  • Excellent interpersonal and communication, both written and spoken, and project management skills
  • Proficient in MS Word, Excel, PowerPoint and Procurement systems/platforms
  • An effective collaborator experienced in engaging and managing stakeholders across all levels of seniority, internally and externally
  • A proactive and independent worker, with a strong drive for operational excellence and able to deliver outcomes effectively and efficiently
  • A multi-tasker who is resourceful, flexible, able to prioritise, troubleshoot and stay focused under tight deadlines and pressure
  • A creative and strategic thinker with good analytical, critical thinking and problem solving skills
  • A team player who is ready to take on challenges and work on new programmes and initiatives
